Little Photos. Little Storage.

I have an iPhone 5c. 16GB. When I go into "Manage Storage" it says Photos & Camera use 3.7GB yet I only have 9 photos because I deleted a bunch. Beforehand I put all the photos in my Dropbox. I then deleted the Dropbox app to see if it did any good. I can still take pictures just fine but maybe the Usage in settings is just wrong? What should I do? I tried restarting it in every way possible. Nothing is doing the trick.
