Thanks for using Apple Support Communities.
If you need to select multiple items on iCloud.com then you can use the common procedure to select multiple items by either holding Command or Shift on your keyboard.
To select multiple files or folders, hold down the Command (⌘) key, then click the items.
To select multiple files or folders that are listed together, click the first item you want to select, hold down the Shift key, then click the last item.

No, you don't lose your local photos which you are indicating you want to import.
However, photos imported to the device from iCloud Photo Library will be removed from the device when you turn off iCloud Photo Library. They will remain in iCloud.
If you want all of your photos in iCloud Photo Library to your computer, then you would want to turn it on there, and have all Full Resolution Photos downloaded automatically.
What is your ultimate goal here? It would help to know in order to provide a useful answer.

Not very intuitive, but...
Look to the top right of the screen and you'll see Apple's Share icon. It's a little box with an arrow pointing upward. It appears on the same line as the DATE (left side) when you move your cursor up there.
OK, so your photos are arranged in MOMENTS, which actually indicated the date they were snapped (or uploaded, I don't know). When that SAHRE icon is visible, you can click it and it will automatically select ALL the photos of that MOMENT (date). A POP OUT will suggest a choice to SHARE all the photos via Facebook or MAIL (it will say something like "Send 137 Items to...").
You don't want to do that. You want to erase them. So...
If you click on the white area between the photos of that MOMENT, the POP OUT will vanish, but all the photos will remain selected! Then, just hit DELETE and the photos will be erased from iCloud.
There really should be a better way to erase photos from iCloud.
I was trying to work this out myself. What I ended up doing was plugging the iPhone in to my PC by USB. The phone showed up as a external drive. I went to the phone/drive using File Explorer in Windows and used the select all there and just dragged them to where I wanted to download them
Because, maybe you want to do something different that does not require Photos? Or, just maybe, you don't want all your personal pictures on your work computer.
I just want to grab my nice photography shots and put them on my work computer so I can use them as a screen saver. To do that, I need to select about 100 photos. A simple multiple select tool and download would solve that.
Just because Apple has some integrated systems to make things work nice in one specific workflow does not mean that should be the only way something is done.
None of your suggestions are viable solution to the problem.
Like others in this thread, I'm very frustrated by the poor functionality of iCloud through a web browser. I've wasted nearly an hour trying to download 35 photographs onto my work machine. An earlier response suggested enabling iCloud photos, but that is a bust. That slows down windows machines to a crawl.

the only way I found to get around not being able to use shift to select multiple photos is to go into your photos view and to select 'share' under the date and that'll select all the photos from that date then you have to manually go in and deselect the photos you don't want and you can share/delete what you need. it's extremely annoying.
After struggling for way too long to do something that should be simple (ah, remember the Apple of days gone by?) I finally figured out how to do this with the desktop Photos app (couldn't get it to work with the web interface).
In the desktop Photos app, Shift-click won't work in any view *except* the date/timeline view. Once you're in this view, you can shift-click ranges and bulk-delete. If your Photos app is set to sync with icloud, your photos in icloud will finally delete.
As I said, I couldn't get this to work in the web interface at all. Had to use the Photos app. I've also got all my devices' photostreams turned off prior to the delete. Not sure if that was key or not. HTH.

I downloaded the icloudsetup file and installed it. It is supposed to allow one to download files in explorer. It had been over two days now and when I click on download photos and videos, it says, "Your photo and video library is being prepared. It may take a while with a large library." No kidding, but going on nearly 72 hours? Another apple fail.

I tried everything, then found this to work. Just hold it down and click each pick to be deleted.
That is still working, yes. But it is not feasable, if we want to delete thousands of photos. Previously we could just click the first image, hold down the shift key, then scroll down to the last image, and all images in between have been selected and could be deleted with just three clicks. Now we need thousands of clicks.
Apparently, when it comes to the photos that you took with the phone you paid an astronomical price for, Apple has a real hard time in allowing you to download all your photos from the Cloud at the same time. They said, "Only let them download one picture at a time, even if they have 2000 pictures. That's a real good idea; they won't mind."

The fact is, Apple has purposely shut down that option to select multiple images with the Shift key or Command A. And in order to eliminate that option, someone would've had to use computer code (programming) to do it.
The crazy part is, it's a paid service (usage after five GB). Apparently, their servers are running too much for people to select all for downloading, even when the people pay for the service. Go figure!
Found an easiest way to select/download all photos from an album/moment.
1.Log in to icloud.com
2.Click on Photos icon and select "Photos"
3. Go to the specific date/album which you want to download
4.Place the cursor on that album and in right hand side(Exact opposite to the date/album name) you can find 2 options
A.Create/Add to an Album Slideshow or Print Project
B.Share all items in this moment
5.Just click on Share all items in this moment icon and it'll select all photos from that specific album/moment. Also, it displays sharing way either Facebook/email.
6.Just give click(left click) on that page anywhere, then the share option button will disappear.
7.Now You can download all items in a click by clicking on "Download Selected Items"

I was trying to download images from my niece's iCloud for her and her iPhone, but I ran into this mess. Ughhhh! No thank you. (Thanks for posting, though, I appreciate it. 🙂)
