If from another iPhone, iPad or Mac and you only want to transfer contacts you can use iCloud to sync them. It can be done by going to Settings > iCloud and turning Contacts on in that screen. The contacts will then sync to https://www.icloud.com and you can then go to Settings > iCloud on the new phone and turn Contacts on there.
