My iPad-3 (IOS 8.1.3) has a popup in Safari that won't go away. It says:"http://apple.com-todayswinner.com". Is this from Apple?

I have a Safari popup on my iPad-3, IOS 8.1.3, that won't go away. The heading is: "http://apple.com-todayswinner.com" and the text says: "Congratulations, your Apple device was randomly selected as today's lucky winner! You have (1) unclaimed prize from Apple Click OK to claim your prize now". I have done everything except click "OK". I have rebooted my iPad but when I open Safari the same popup is there. Is this legitimately from Apple?

No. It is not from Apple. It is a scam of some kind.

Go to Settings>Safari>Clear History and Website Data. Reset your iPad by holding down on the sleep and home buttons at the same time for about 10 seconds until the Apple logo appears on the screen. let go of the buttons and let the iPad start up.
