Can I download iOS 8.1.3 from the App Store instead of WiFi connection?

Can I download iOS 8.1.3 from the App Store instead of WiFi. My cellular reception is good. My WiFi radio is broken. I understand iOS 8.1.3 will help battery longevity, so I want it. Thanks in advance for your recommendations!

You can update your phone by connecting it to your computer. You'll need to have a connection to the internet for your computer, though.
