I am wanting to update my iPod Touch on my windows computer, does my device have to be on for the icon to appear in iTunes?

Basically, my iPod likes to go into some sort of energy saving mode when it needs an update(which is quite frequently). I have had to make about 2 or 3 different apple id's to get my iPod back into working order after iOS8 came out. So i downloaded iTunes on my computer and went through the support, trying to figure out how to do it. I soon learned that my Windows 7, does not have the iOS Device icon. So does my iPod have to be on in order to update it from my computer?

To update the iPod via iTunes on the computer iTunes has to see the iPod.

- I would start with

Removing and reinstalling iTunes and other software components for Windows Vista, Windows 7, or Windows 8

However, after your remove the Apple software components also remove the iCloud Control Panel via Windows Programs and Features app in the Window Control Panel. Then reinstall all the Apple software components

- Then do the other actions of:

iOS: Device not recognized in iTunes for Windows

paying special attention to item #5

- New cable and different USB port

- Run this and see if the results help with determine the cause
