Error installing iOS

I have been trying to download IOS 8.1.3 for a good 7 hours. I have been trying to download iTunes on my PC. To clarify, download IOS 8.1.3 on my iPhone. When installing, it says "An error occurred installing IOS 8.1.3." Please fix it.
