I found an Iphone 4 , when i turned it on it had an activation lock , apparently someone apple Id is locked into this , how can i remove this issue ?
Take it to your local police station. You can't bypass the lock yourself, and Apple won't remove it for anyone other than the original owner(assuming they're alive.)

Why are you trying to use an iPhone that you've found?
Yeah, I'm sure you really "found" it.
It's always good to see when the Activation Lock is working properly to protect a legitimate customer's device!
