Not sure what you mean by "sync", could you elaborate? Normally a sync would be connecting to your computer by cable or WiFi. You can use iCloud for your contacts, email, calendar and iTunes media.
On both devices:
go to settings > iCloud
make sure both devices are signed into the same account or sign in with your applied if not signed in yet
turn any switches on for things you want to sync such as contacts calendars reminders and notes

i am not receiving my texts messages on my phone and I pad. Those should be the same on both correct?
Are you referring to iMessages (blue bubble) or SMS (green bubble). Are you logged into the same iCloud device on each one? Have you activated Continuity?
