How to contact Apple about a carrier unlocking issue?

I pre-ordered my iPhone 5 from the online Apple Store and received it about 2 weeks later. It uses AT&T. I moved on to another phone and would like to repurpose my phone for my son. I contacted AT&T and they said they could not unlock it because the phone is associated with another number. I have no idea what this number is since I bought this phone new (supposedly), but AT&T said that I need to contact Apple. I have been trying to find the right number to call.

Apple do not unlock iPhone, but Apple do sell unlocked iPhone for the full price.

Note: Only the carrier the iPhone is locked to can officially unlock iPhone and if you qualify.

I've already gone to AT&T including spending 25 minutes on the phone with them. They said that I needed to contact the place that sold me the phone. I bought it from Apple, brand new.

Unfortunately you will need to work with ATT on this as they are the only one that can unlock it for you. Apple does not do this. I would suggest asking to talk to a supervisor to try to get this resolved.
