iCloud Photo Library won't sync with iPhone 6 (iOS 8.1.3)

I uploaded my iPhoto library into iCloud via the Photos.app successfully. I verified by looking at the Photos web app on www.icloud.com, but the complete library didn't appear in Photos.app on my iPhone after leaving connected with wifi and plugged into the charger for over an hour. Space should't be an issue as there is a little over 1GB free space.


I deselected, then selected the iCloud Photo Library option in the iPhone settings. I was already selected as on before the release of Photos.app. No change, so I logged out, then back into iCloud on my iPhone. Still no change.


Now I only have my photos from two weeks back, and a random one from December, whereas previous to switching off iCloud Photo Library in order to kick start synchronisation with the cloud I had over 250 photos going back until July 2014.


Any tips on how to remedy this?

Thanks for your response Braden,


Sadly the article you've referred me to was written in January 2015, whereas I'm referring to my cloud photos in conjunction with the new Photos application which apple released this month. Despite the information in the article being outdated, I have ensured all advice was adhered to and there is no change.
