Hi,

if you want to set up a new primary iCloud account for all iCloud services, then you would have to sign out first in order to set up the new account (settings > iCloud).

If you only want to set up a secondary iCloud account for services like Mail, Calendars etc., then go to Settings > Mail, Contacts, Calendar > iCloud.

But you have to find out, because there is no way around "activation lock". Please try to reset your password for your old Apple ID (https://iforgot.apple.com/) and if it doesn't work then please directly contact Apple.

As I wrote previously, there is no way around Apple's "activation lock". If you cannot reset your password the only option is to contact Apple.
