Contacts app says "waiting...", wont open

I dont use my contacts app directly very often, usually from within the mail or messaging app. I just now tried to open the contacts app and noticed it is stuck with "waiting" on both my iphone and iPad. Both running the most recent updates (8.1.3). the Waiting message appear instead of the app title, just like if it was loading a new app or updating one.

I can still view the data if I check information from the messaging app. So the data is there.

how do i get access to my Contacts app again?

More details: I just noticed that the app is not acting like a typical Apple default App. I have the option to delete the Contacts app when I tap and hold on it (with a warning that i will loose all my data in that app). I didnt think you could delete the contacts app like that, just like Reminders or calendar.

I Tried to restore the iPhone. But the contacts app continued to show as waiting... And it let me delete the app. It is not in a folder, it let me hit the x, and confirm delete. Any idea how t reinstall the app now?
