I want to delete several older iPhone backups to the cloud and my computer. I know there is a page to manage this, but I am unable to find it?

just go to System Preferences > iCloud > Click on "Manage..." (in the lower right corner) > choose "Backups" > then choose the backup you want to delete and press the "delete" button. Done.

david.menzel's response takes care of the iCloud backups. If you have backups to iTunes as well (which I'm not sure whether the "my computer" part of your question is implying or not), you would remove those by opening iTunes, then go to Preferences>Devices, click on the backup you want deleted, then on Delete Backup.
