i purchased iPad mini 2 from Apple store 3 months back which was on iOS 8 and it got updated to version 8.1.3
after update you tube app stopped working and not even it works in Safari. The YouTube app and Safari opens the you tube
but when I select any video it never plays it. Although my network is good and all apps work properly but not youtube
Any help is appreciated.

Try just restarting the iPad. Sounds foolish, but sometimes it's the solution.
