Did you try resetting the iPad by holding down on the sleep and home buttons at the same time for about 10 seconds until the Apple logo appears on the screen?
Yes. I tried that and it just doesn't work. It keeps cycling from the circle to the apple and back again. Even when I am doing that reboot thing
Then you should probably try restoring the device using iTunes.
Use iTunes to restore your iOS device to factory settings - Apple Support
I Hooked it up to itunes but I cannot verify(the only thing on the scree is the apple icon or the circle)
I don't know if this will work for you either, but you have nothing to lose. Try Recovery Mode.
