Safari iPad Favorites Toolbar Disappeared
i now have a blank row where the Safari iPad Favorites Toolbar used to be.
Favorites are still in the Bookmark list, but the FavorItes Toolbar is an empty row.

The Favourites toolbar is enabled : Settings > Safari > Show Favourites Bar 'on',
and you have the correct folder selected as your favourites : Settings > Safari > Favourites ?
If you do then try toggling the 'show' option 'off' and 'on'

And no way to delete Safari and reinstall except for a complete restore.
You've also tried closing Safari via the iPad's taskbar : Force an app to close in iOS - Apple Support
And done a soft-reset (i.e. a reboot) : press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content.
Same thing happened to me. I've tried toggling the bar settings, closing out Safari, and doing a soft reset. No success thus far.
Try choosing a different folder as your favourites and see if that folder's bookmarks show in Safari, and then re-select your original favourites folder
Nope, no change when I do that. The bar area remains blank.
Have now switched to using Chrome. Not my first choice, but . . .

I have the same problem, I found out my favorite bar disappears in safari after the IOS 8.2 updgrade.
Here is my solution.
Go to settings->safari-> Do Not Track ->turn it off.
I got my favorite bar back.

I have the same problem. iPad Air iOS 8.4.1 where Favourites tabs should be is blank grey. Show Favourites Bar is 'on'. Favourites folder is correct.

I had the same problem and tried all of the suggestions without success.
What did help in my situation was checking my iCloud settings.
Settings -> iCloud
Turn on Safari in order to sync with your other Apple devices.
Make sure sure the favorites bar is toggled "on".
This should bring your favorites back. Of course this will only work if your other Apple devices are synced as well.
I tried the iCloud suggestion and my slider was set to on but I slide it off and then back on reloaded safari and got access back. Crazy. Now if I could just get Excel to stop crashing!
Yes, looks like you have to deselect the Safari syncing in the iCloud settings and then re-enable to get it working again.
II've tried all of the suggestions above, but nothing has worked.
Do you know where the problem is e.g. if you navigate to the folder (via the bookmarks icon) that you have set as your favourites folder does anything show there (the folder isn't empty) ?
Thanks King_Penguin. Yes, when I go there, my favourites from the missing toolbar are there. I've also signed out of iCloud and signed back in, which has helped with other problems in the past, but not this one.
