Safari iPad Favorites Toolbar Disappeared
i now have a blank row where the Safari iPad Favorites Toolbar used to be.
Favorites are still in the Bookmark list, but the FavorItes Toolbar is an empty row.

The Favourites toolbar is enabled : Settings > Safari > Show Favourites Bar 'on',
and you have the correct folder selected as your favourites : Settings > Safari > Favourites ?
If you do then try toggling the 'show' option 'off' and 'on'
What happens if you temporarily select a different folder as your favourites in Settings > Safari, do they then show on the toolbar in Safari - and with your current selection, is the bar just blank, or does it look like it would if the bar is set 'off' ?
The space below the icons, and the three dots at the right-hand end (which normally indicates that it can't fit all of the favourites on the actual bar, with the additional ones being accessed via that icon ; I assume tapping that doesn't do anything), looks like the bar is there but isn't being displayed for some reason. I'm not aware of any shortcut name or character limits (if there was I would have expected to have seen more posts about it).
Unless anybody else replies with a suggestion or solution, you could try updating to iOS 9.3.4 (if you haven't already done so) and see if that makes any difference, or backing up (and copying purchases over to your computer) and restoring to the backup

Tapping the three-dot-icon lets me see my entire list of favourites, the first bunch of which used to appear on the toolbar.
I've just done a hard reset, updated, and my problem still remains! 😕

This worked for me, thanks - you need to choose to keep or delete all the Bookmarks currently on the iOS device, so I chose to delete them and the re-sync restored the ones from my PC correctly. Many thanks! TT

King_Penguin's answer worked for me. Is your Favourites Bar still there? If it is but there is no icons on it, try going into Settings>Safari>Favourites and select the Favourites folder.
This just happened to me when my iPad Pro upgraded Ios to 10.3.3. Tried all suggestions with no luck in getting my Favorites bar back.
