iOS 8.1 never had any issues with Airplay. I connect to a Airport Express (2nd Gen-7.6.4) that had the mini jack (2.5mm) that I run to my mixer to play break and intermission music at gigs. Now it doesn't work at all since updating to iOS 8.2 which BTW, was suppose to fix intermittent issues with Airplay which I never had under 8.1. What is going on with Apple QC?

FYI, just confirmed that this is an issue. Luckily I didn't upgrade iOS on my iPad Retina (3rd gen). That iPad connects just perfectly. Can't even get a hold of anyone at Apple to report the bug. Once again, the Apple development team released a build without proper testing!!
Try switching on/off the iPad & reboot apple tv. It worked for me.
Tried that already. Not an issue with Apple TV, its with Airplay on the Airport Express. Apple TV works just fine.

updated to iOS 8.2 on an iPhone 6. No more Airplay.
None of my 3 devices are shown any longer. Had no problems before.
MBP still shows them and still streams.
iPhone 6 using 8.2 and connecting via AirPort/TimeMachine to a Harmon Kardon Onyx HD speaker. The device will show up and connect, but after about two minutes of use the connection drops out. Never had this issue on 8.1. Frustrating...
I saw this with my iPhone 6+ on 8.2 as well.
Do a hard reset on your device (Hold down the Power/Sleep button and the Home button untill the device reboots) then check for AirPlay.

Hard reboots fixes it for about 30 minutes and then its just as bad. No problem streaming music to device, just using airplay to play music back to ATV (which is hard wired to Apple router. Seldom had a problem before IOS 8
Sorry Mike, I don't see that on my 6+, 6, 5c, Gen3 iPad with Retna, or iPad Mini, all running 8.2. I have older Expresses, some hardwired, and a couple on wireless. All of them showing up.
Unfortunately, this didn't do it. There has to be something in the Apple iOS SDK that has been changed. Seems like some 3rd party apps that utilize Airplay work and other that use to work, don't. I use an app called Master Fader which is an app for controlling my Mackie live sound mixer from the other side of the room. I connect to an Apple Airport Express which has the mini jack connecting to a stereo channel on my mixing board. Mackie claims that they don't Airplay features at all in their app, so it shouldn't affect Airplay from other apps (i.e. Apple Music), however it does. Doesn't matter whether it's running in the background or foreground. The Airport Express disappears from the dropdown list and only the iPad appears as an option. I'm convinced that there is something changes in the SDK for iOS8 on the way it calls Airplay. Maybe an older SDK (i.e. 7x) handled Airplay differently and apps that were compiled using an earlier version of the SDK aren't affected. Are there any developers out there that can confirm that. Are there any developers who want to shine some light on this matter?
AirPlay is gone from 8.2. It does work after a hard reset but gone again after a few minutes, regardless of the app. So where are the Apple people to fix this issue, what are they waiting for.
If I want something that need to be restart every time that I want to use it, I would buy a Microsoft driven hardware.

I have confirmed that 25 iPad Air's Gen 1 with iOS 8.1.2 works with AirPlay but once I update the iOS to 8.2 AirPlay works for about 5 seconds and then drops the connection.
Even after hard reset I am still getting connected and then 5 sec later the connection is dropped.
How do we downgrade an iOS?

Unfortunately, 8.1.3 is no longer signed, so you can't downgrade. Same with 8.1.2 or prior versions. So with the iPad freshly rebooted, do you notice Airplay disappearing? On my iPad Air (1st gen), I don't notice Airplay drop out until I use specific music apps.
For me hard reset worked fine. I had the same problem after updating my ipad to 8.2
