Icloud backup
Why can't I read books that I have backed up to icloud? They show as downloaded but will not open.
An iBook can not access iCloud, are you sure an iBook is what you have?

Where exactly are you seeing the 'downloaded' ? That sounds to me like you are viewing the Purchased tab in the iBooks app (Purchased shows what is, or can be, redownloaded from the store), if you are then tap on the My Books tab at the bottom left of the app to go back to the bookshelf in the app, and if your downloaded books don't show there then tap the collection name at the top middle of the bookshelf and select 'all' or 'books' instead.
(You can't backup purchased ibooks to the cloud, they will only show in the cloud for redownloading whilst they remain in your country's store and if you don't move countries after buying them.The same applies to music etc.)
