Press and hold both the lock button and the home button at the same time until the screen flashes and you hear a click.
Create the new account on an computer or other device, and then you will
be able to use that new account on your iPhone. If I remember correctly,
each iPhone can create only 3 accounts. Just create your new account
elsewhere and you will be able to use the newly created account on your iPhone.
