For Contacts: Settings > iCloud > Contacts

For photos: Settings > iCloud > Photos > iCloud Photo Library (beta)

Note that it is still in beta and it would be a very good idea to also use some other storage for your photos such as importing them to a computer: Import photos and videos from your iPhone, iPad, or iPod touch to your Mac or Windows PC - Apple Support
