Are you using iCloud for your Contacts on your iPhone 4? Or are you syncing Contacts via iTunes?
If you are using iCloud, sign into the same iCloud account on your new iPhone, and turn on the Contacts button. They will sync to the new iPhone from iCloud.
If you are syncing via iTunes, sync the new phone to the same iTunes account and select Sync via iTunes on the new phone's Summary/Info page on iTunes.
