On my card statement - ITUNES.COM/BILL 12.99 at 11th February, 11th March. I have no idea what it means and how I can cancel it. Please help.

This is a user to user support forum. You're not addressing Apple here. Please read and act on the following:
Review recent purchases at https://reportaproblem.apple.com/ or check your purchase history in iTunes and view your subscriptions. If you are the organizer of a family share check for purchases by other members. In principle all sales are final, however you can potentially request a refund for an unintended purchase or a product that isn't as advertised.

If you cannot identify the payment then perhaps you are looking at a phishing email.
If there really have been purchases that you didn't authorize, or you've entered your Apple ID credentials at a fake Apple portal, see If you think your Apple ID has been compromised - Apple Support, change your Apple ID password, and if possible turn on Two-factor authentication for Apple ID - Apple Support.

You will need to contact Apple. As noted your fellow users cannot fix anything for you. If you cancelled a legitimate request for payment from Apple by clawing back the money through your credit card then Apple are likely to block the account for good reason. If your account has been compromised you need to speak with Apple, they may be able to waive some of the outstanding charges. You also need to make sure you're really speaking to Apple and not a fake site pretending to be Apple.

Look at your iTunes account's purchase history (and the purchase history of any other account linked to the card). If you don't know how to do that scroll up this page of the thread
If they are show on your iTunes account's purchase history, and if neither you anybody you've given access to the account did them, you should contact iTunes Support

If nothing shows on the purchase history of any iTunes account you've linked to the card (See your purchase history in the iTunes Store - Apple Support) contact the card issuer
See View, change, or cancel your subscriptions - Apple Support. Cancel the subscription if still active. Contact Apple Support to request a refund for the unwanted and unused subscription.
