On my card statement - ITUNES.COM/BILL 12.99 at 11th February, 11th March. I have no idea what it means and how I can cancel it. Please help.

This is a user to user support forum. You're not addressing Apple here. Please read and act on the following:
Review recent purchases at https://reportaproblem.apple.com/ or check your purchase history in iTunes and view your subscriptions. If you are the organizer of a family share check for purchases by other members. In principle all sales are final, however you can potentially request a refund for an unintended purchase or a product that isn't as advertised.
See also If you see an unfamiliar iTunes Store or App Store charge on your bank, credit card, or debit statement - Apple Support and About payment card authorization holds in the iTunes Store - Apple Support.
If you cannot identify the payment then perhaps you are looking at a phishing email.
If there really have been purchases that you didn't authorize, or you've entered your Apple ID credentials at a fake Apple portal, see If you think your Apple ID has been compromised - Apple Support, change your Apple ID password, and if possible turn on Two-factor authentication for Apple ID - Apple Support.

As per the before and recent transaction of apple play store we dint subscribe to any off the play store application so kindly request you to stop my credit transaction using the Apple Store.as the bank has told us to leave you guys a message regarding the transaction happened and I hope you will take care of the transaction and refund the money as this is fraud transaction please we request you to follow up the case and make a decision
Nobody on here (i.e. fellow users) can stop emails that you've requested, you have to change your preferences yourself. If you no longer want them either go to your profile page on here (click on your name and click Preferences on the popup), or to just stop following this thread click on the big 'Following' button top right of it
Do you mean that the card isn't linked to any other iTunes account ? Have you looked at your iTunes account's purchase history (see above) ? Does it show ? If not could it be a temporary store holding charge (see above) ?
No I don't share information of my account with no one. Not even my GF.
And ? Have you read replies on this thread and checked your iTunes account's purchase history ? Based on that have you taken the relevant action ?

Try reading replies before posting, if you had done so you would know that we are just fellow users, so obviously nobody on here can potentially refund you. Previous replies tell you what to do
Today I see that I was charged for 289.9 Israeli money. On 17/07/17 ... and that is a lot of money, and I did not purchase any of you on this date, please return my money. I do not want to sue and involve lawyers.
Obviously nobody on here will know why you have a charge. If you haven't already done so look at your iTunes account's purchase history, and the purchase history of any other account linked to the card. If you find it and don't recognise the charge change the account's password if you haven't already done so, and contact iTunes Support. If you don't find it and if it's not a temporary store holding charge contact the card issuer
How do I cancel a subscription?
A link with instructions has been posted multiple times on this thread e.g. if you look a couple of replies above your post on this page you will find it, or if you look at the 'Apple recommended' post which shows at the top of every page you will find it.
