On my card statement - ITUNES.COM/BILL 12.99 at 11th February, 11th March. I have no idea what it means and how I can cancel it. Please help.

Review recent purchases at https://reportaproblem.apple.com/ or check your purchase history in iTunes and view your subscriptions. If you are the organizer of a family share check for purchases by other members. In principle all sales are final, however you can potentially request a refund for an unintended purchase or a product that isn't as advertised.

If you cannot identify the payment then perhaps you are looking at a phishing email.
If there really have been purchases that you didn't authorize, or you've entered your Apple ID credentials at a fake Apple portal, see If you think your Apple ID has been compromised - Apple Support, change your Apple ID password, and if possible turn on Two-factor authentication for Apple ID - Apple Support.

I have a question about charges on my paypal account from apple itune every month. could any one help me resolve this problem
Have you looked at your iTunes accounts purchase histories ? If it's happening every month you might have auto-renewing subscriptions. Links with instructions on how to your history and subscriptions are in previous posts
I don't know what happened in my account you changed me $29:71 to times and $19:07 , $22:27 .......... please do something I'm worried about that

Do you have a question about them ? If you don't know what they are for try looking at your account's purchase history (we are fellow users, we can't tell you what you've bought), if it's happening every month you've probably subscribed to things - if you don't know how to do either of those see previous posts

You've checked to see if it's a genuine email from iTunes, not a phishing email ?

Viewing your account's purchase history : See your purchase history in the iTunes Store - Apple Support
If it is a phishing email you could forward it to Apple : reportphishing@apple.com, and then delete it.
