On my card statement - ITUNES.COM/BILL 12.99 at 11th February, 11th March. I have no idea what it means and how I can cancel it. Please help.

Review recent purchases at https://reportaproblem.apple.com/ or check your purchase history in iTunes and view your subscriptions. If you are the organizer of a family share check for purchases by other members. In principle all sales are final, however you can potentially request a refund for an unintended purchase or a product that isn't as advertised.

If you cannot identify the payment then perhaps you are looking at a phishing email.
If there really have been purchases that you didn't authorize, or you've entered your Apple ID credentials at a fake Apple portal, see If you think your Apple ID has been compromised - Apple Support, change your Apple ID password, and if possible turn on Two-factor authentication for Apple ID - Apple Support.

I have no idea what it means and how I can cancel it. Please help.
I had two charges on my debit card, one on 8-11-2017 for $130.33 and on 8-22-2017, I did not make purchases on these dates, this has caused me to have checks that bounced and caused me hardship. I tried to call but of coarse you never get to talk to anyone. Please reply!
Not sure I understand, you say that you've subscribed to Apple Music and that you've received an emailed receipt for it (iTunes sends receipts, not bills that need to be paid ; assuming that what you've received is a genuine email from iTunes) ?
My bank account has been charged once again for $14.03 for a renewal subscription on behalf of a family member. Idk who you are!! And it doesn't really matter you are rude as **** and very condescending how dare you!! I only took this route because when trying to contact iTunes you only get a recording and then the call disconnects. I have been through this before with iTunes only then I able to speak live regarding the charges to my bank account which were removed and refunded. Going forward i haves contacted my bank all charges have been reversed and they'll seek recovery from iTunes
Don't post your phone number, you know from previous replies on this thread that these are just user forums, not iTunes Support nor Apple. Whenever you change an account's password you generally have to then log out and back everyw that you're using the account - if you've done that start your own thread giving full details.
