Why do the toolbar and tabs block the top of web pages?

When I am using Safari it covers the top of the webpage, as shown in the screenshot. It does this for every website and I am sure that I have scrolled to the top of the page.


This is with one tab open and just the toolbar blocking the top:

This is with multiple tabs open and both the toolbar and tabs block the top of the page:

Any solutions or ideas why this might be?

MacBook Pro, OS X Yosemite (10.10.2), Safari 8.0.4

Safari > Preferences > Extensions

Turn those off and relaunch Safari.

Turn those on one by one and test.
