Why do the toolbar and tabs block the top of web pages?

When I am using Safari it covers the top of the webpage, as shown in the screenshot. It does this for every website and I am sure that I have scrolled to the top of the page.

This is with one tab open and just the toolbar blocking the top:

Any solutions or ideas why this might be?

MacBook Pro, OS X Yosemite (10.10.2), Safari 8.0.4

Safari > Preferences > Extensions

Turn those off and relaunch Safari.

Turn those on one by one and test.

Thanks! This solved my problem.

However after turning off extensions and then testing each one individually the problem did not come back so still not too sure which extension was the cause.

This happened on my MBA but there are no extensions: for some reason I unchecked the plug-in power saver and then re-checked, problem solved.

And no, I don't know why either.
