I've changed my credit card info, and still have credit on my iTunes account, yet can't purchase anything. What am I doing wrong?

IIce updated my credit card info. i have credits in my itune account, yet I can't buy anything. What am I doing wrong?

iPad 2, iOS 8.2

IIt says you cannot purchase at this time. Please contact customer support. Which I have. They said they fixed it. Apparently not. I have $17.05 in account and trying to buy Bingo chips for $4.99, I get the same message. I've checked my settings, put on 2 more credit cards, made sure there was no limits, yet the same message! I want my chips, lol
