Why can't I activate my IPad with my own apple ID after factory resetting it and removing it off the previous apple ID account?

I got a used IPad from my dad and factory reset it.

After that, it said that it was still connected to his apple ID. I removed it from his account, but it still said it was connected.

I turned it off and on again, but it still said it was connected to his, and couldn't log on with my account.

I tried logging on to it with his account, but it still wouldn't let me do that either, even though it said that it was connected to it.

I tried to factory reset it again, but when I go into ITunes it just asks for the apple ID.

Is there any way to activate it with my own apple ID, or activate it at all now?
