How do I turn Speech Recognition off?

I turned Speech Recognition on and am unable to turn it off. The annoying speech disc stays on despite the off button being highlighted in the speech preferences pane. I have restarted the computer but speech recognition will not die. Actually, I can kill it with Activity Monitor, but it reappears every time I restart. I have confirmed that I know how to turn Speech off and on with a second computer. Any thoughts?

System preferenes > Speech >> Turn off Speakable Items

or

"speak": quit speakable items
