ipad locked with passcode and as blackscreen which keeps talking (VoiceOver?)

Screen is locked. It as a black screen which will only pop on for a few seconds if i press the power + home button together then goes off again.

It just talks to you like it's on a VoiceOver but dont know how this happened or how to fix it?

Tried iTunes but it requires passcode and i cant put it in on the ipad because of the fault!!
