iTunes won't consolidate files

iTunes won't consolidate my files. I go to File>Library>Organizr Library and then click consolidate files then click OK. It then does nothing and I go back and check the setting and nothing is changed. Is there a reason it does this? I've got iTunes 12.1.1 on Windows 8.1

Windows 8, iTunes 12.1.1

Perhaps there is nothing to do? There are two options on that panel. The first is only enabled if the library is in the older layout that put artist folders directly inside the media folder instead of a Music subfolder. Once that option has been applied it becomes disabled. The other, for consolidating files, is always enabled even when all files are consolidated, and is expected to be unticked when you reopen that menu option.

See Unconsolidated for a script that makes a playlist of any unconsolidated tracks, though if you didn't get an error message saying there were files that could not be consolidate then you shouldn't have anything to worry about.
