What does "apps" consist of? - is this used memory or available memory?

The screenshot you've posted is a measurement of your used and available Storage, not Memory. Used and Available Memory can be viewed using Activity Monitor, which is located in your Utilities folder.

The colors and categories are showing used storage space.
