How do you go back to previous page when there is no left blue arrow?

If there's no left arrow you can't go back. Often I see this when safari opens another tab.

In Safari, if the Back arrow is not blue, then there's nothing to go back to. As Skydiver points out, you may be in a new Tab, and as such there's nothing to go back to.
But all this is speculation, if you provide more details about your situation we may be able to provide a more precise answer.
Let me provide an example. I'll be reading a Google news article and go to the second page to continue to read. But when I want to go back to the first page, I can't. There's no blue arrow or anything else (that I see) to allow me to go back to the first page. This has also happened with email.
When you scroll down the bar at the bottom disappears so you can see more of the page. If you scroll back up the bar appears again. You can also go back by swiping right from the very left of the screen. Does that help?
I'm not sure about email. Are you in the email app or in a browser?
Google News opens a new Tab when you tap on an Article that directs you to the Website where that article can be found. i.e The Washington Post, USA today, etc.... Thus nothing to go back to on that tab since only the article has been opened there.
If you need to go back to the Google News front page, tap on the small ✖ in the corner of the Tab title to close it, and you will be returned to the Tab that has the Google News article list.
Now using my desktop & need to leave soon. Will definitely try your suggestion tomorrow. Am using the email app.
