"The Carrier" is whatever Japanese cellular service provider the phone is locked to. The Japanese carriers do NOT offer unlocking. You can not legitimately unlock that phone at all. Sell it to someone who wants to use it in Japan and buy a phone you can use.

OMG! Read the responses. Japanese carriers do not provide unlocking of phones. You cannot get the device unlocked, no matter where you are. Sell the phone and purchase an unlocked device from Apple Japan, or wherever else you might want to. From one of your other posts, it appears that you are purchasing a second hand phone since you mention "seller". Do not buy a phone you cannot use in your country.
Only the carrier holding the lock can unlock it for you. Japanese carrier refuse to unlock their phones. So you can't unlock it.
