FaceTime ending message

When I try to use FaceTime on my iPhone 6, it starts to dial and then says "FaceTime ending" This has happened calling two different people, from two different places, with excellent WiFi. I can receive calls from them with no problem.

In settings, under Facetime, both toggles are green, but I did not that under "You can be reached by FaceTime at" my cell phone number is checked by not bold or highlighted. Is that the problem, and, if so, how do I fix it?
