The first time you use the App Store after restarting, restoring, or updating, you have to enter the password. Touch ID will work on subsequent use.
Also, check that the settings weren't changed during the update:
Settings > Touch iD & Password > iTunes & App Store > ON
My iPhone 6 seemed fine after the update, until my battery ran down and upon getting home and powering the phone up, my Touch id has shut down. Got the warning info screen and all efforts to switch it back on have failed. See how long Apple takes to sort this one out!
If you have an issue, then describe it. No clue what you mean about a "warning info screen". This is not something that Apple needs to "sort out", so if you want to get your issue resolved, then you need to provide a clear and complete description of what you see happening.

Post 8.3 update my Touch ID is working in unlock screen but I'm not being asked for my touch id in app/iTunes Store, just being asked to type in password. I didn't change any settings.

I dont think 8.3 is worth all the headache. My touch has stopped working as well

I have tried all that and it still not working
Try as needed:
1. Reset phone (no data loss): press both home and lock buttons for at least 10 seconds, releasing when the Apple logo appears (remember that Touch ID won't work for App store on first use)
2. Restore to factory settings as described below. You will have to reenter your fingerprints.
why would I want to restore to factory settings if this is clearly problem with 8.3 , to me it looks that it was not even tested properly , software update should fix it . Users should not go and restore all just because 8.3 broke something . It's Apple responsibility to make sure everything works as intended . I am already getting tired every time they release new update something getting broken . More and more like Microsoft works . Apple please get you things straight and fix this **** with touch ID . This is ridiculous, comon ....
8.3 is just fine; it was beta tested both by developers and general users for a log time. t's not a problem for me or anyone I know. If it's too much bother for you to troubleshoot your phone, take it to Apple for evaluation.

Touch ID works to unlock but not to make purchases, App Store asks me for password everytime.

Yes, it's a problem with 8.3 everything was working fine before we updated .
and why I need to troubleshoot every time I install update , if I wanted to do such troubleshooting I would get me android or windows device .

The 8.3 update had a huge finger id bug! After the update the finger id for App Store downloads is lost. Both in my 64gb iPhone 6 and my 64gb iPhone 6 plus!
The last beta (last week release) worked just fine. But you're right - the released 8.3, which I just installed, broke Touch ID for App store purchases. Haven't tried iTunes.
