"Store Unavailable. The store is currently down for updates. We'll be back shortly." Error when trying to Buy Book.

I've made a photo book project in the new Photos app and when I click Buy Book this is the error I receive, "Store Unavailable. The store is currently down for updates. We'll be back shortly." This has happened for the last 24 hours or so.

OS X Yosemite (10.10.3)

edit: the Note to No. 2.2.2 should read: Note: My MacBook Pro 2015 (MacOS 10.12.6) was very slow in safe mode, getting Terminal loaded took some time.
