Your sister's friend is going to have to retrieve her Apple/iCloud ID, reset the password, and turn off Find My iPhone before you will be able to proceed.

She can find her old Apple/iCloud ID here: FORGOT APPLE IDeers,

Once she figures out what her old Apple/iCloud ID was, she can reset the password here: Apple - My Apple ID

If she cannot remember the answers to her Security Questions, Apple Support can reset them for her:

ACCOUNT SECURITY CONTACT NUMBERS

Once she has retrieved her ID, and reset her password, then she can turn off Find My iPhone, and you will be able to restore the device.

Well, I'm in a similar predicament, but with a twist:

I have two ipod touch device and have restored the newly purchased 6th gen from a backup of the 4th gen

device (that has a 3rd party icloud account I have severed relationship with).

So I have a new doorstop courtesy of the security nuts & bolts. That and incessant icloud password prompting in ios 8.4.1.

How to restore I Pod Touch 5 without knowing the password for I Cloud account.
