Why can't I get apple productivity apps (pages, iMovie) for free?

I changed my passcode recently as my sister figured out my passcode and plays with my iPad until the battery drains until 10% and I need it to do my assignment. Apple support was no help and I was handled with 2 people and finally it did worked but I cannot get the productivity apple apps such as pages, iMovie etc. For free even though it is new and supposed to be free. On this case, I was helped by 15 people, each stressing and keeps shifting me to be handled by someone else as apparently they are not comfortable handling me. ***? This place is my last resolution on getting these apps and I got the iPad from another country and in my country now, there is no Apple Store.
