Wow! Somebody listened! Photos in High Sierra OSX now allows for auto enhancing multiple images at once - just select them, and hit Command-E. (I never tried this in the earlier Photos - maybe it worked there too?)

No, you can't select more than one image at a time in Edit Mode. What you can do is edit one then copy and paste the adjustments to subsequent images. That feature is available when you right click on a processed image.
"Copy adjustments" will copy all adjustments currently applied and pasting these to another photo will adjust the photo to the same adjustments. If you only want to paste one specific adjustment, adjust a dummy image with the adjustment you want and then copy the adjustment and keep the dummy as a template for future use.
No there isn't. It's just not that powerful an application. Other apps will. For instance Lightroom will do the kind of batch changing you want - the price difference reflecting the differing capabilities of the applications.

The Photos Help for Photos 2.0 (https://help.apple.com/photos/mac/1.2/?lang=en#/pht6e593112) does not list the ⌘E keyboard shortcut, but the Photos 3.0 Help does (the built in help in Photos 3.0 - the online Help does not even have a list of keyboard shortcuts or a search field 😮).
But none of the Help texts mentions, that the rotate buttons ⌘R and ⇧⌘R can be applied when selecting multiple thumbnails as well.

In Copy Adjustment, what exactly is being copied? The exact set of enhancements for the photo, or just the "Enhance photo" command? (I hope the latter)

Good find. Can't seem to do it with anything other than Auto Enhance though, can you?
Unfortunately, copied the exact set of enhancements of the first photo... and its not acceptable!

you can edit one and while in edit mode copy the adjustments and arrow to the next photo and past the adjustments to it and repeat
