Can't insert Special Characters/Emoji/Symbols to any document

Since I updated to OSX Yosemite I can no longer insert Special Characters (now called "Emoji and Symbols") to any document: Word, Text Edit, Pages, Keynote etc. Double clicking the symbol doesn't do anything, drag and drop doesn't work and neither does copy and paste. Are there some settings I need to change?

On the Sierra install I have for testing it still works with a single click. Do you have webroot or other anti virus installed?


Since this forum is devoted to the old Yosemite OS, it might be best to post your problem in the Sierra forum, where someone may have figured out what sort of add ons or other things are causing this for users that have it.

Reviewing the thread this morning, I thought I should post some additional information. I am running El Capitan and was hoping to wait for the Sierra .1 release before updating to the new OS. I am not using any of the third party anti-virus software you mention. As to something wrong with my system, this is a "clean" install of El Capitan about three weeks ago, where I reformatted my hard drive. I haven't yet reloaded MySql or Apache so I'm not running any big service applications. IMHO as a software developer with many years of experience, this still looks like a bug to me :-)
