my iPhone 4S stopped charging suddenly . Now it only charge when it is turned off.
I was told to restore it. But I cannot access a computer nor wifi connection. Is it possible to restore in this case?

Get a magnifying glass, inspect the 30 pin charging connector on the iPhone and clean out any debris/lint/tarantulas/dirt/other obstruction that you find. Also check the connector on your cable and do the same.
