How to restore my iPhone without computer or wifi ?

my iPhone 4S stopped charging suddenly . Now it only charge when it is turned off.

I was told to restore it. But I cannot access a computer nor wifi connection. Is it possible to restore in this case?

is the other alternatives to resolve the recharging issue?
