I used the new photos app weeks ago and it was working fine, Today, I opened the app, and I can't get past the welcome screen. It is not frozen. I can still open and close the virtual tour. However when I click get started to go into the app, I just get the spinning wheel. I left it there for hours and still no progress. What is it doing?

These sound like the same issue. I'd be interested to know if a solution has been found.
Solution (worked for me):
Eject any external hard drives, USB drives, SD cards, etc.
Restart your computer.
Be sure to have the latest system updates.
Open Photos and enjoy 🙂
In my case most likely, either the photos on an external SD card, or the Photos library backup on an external drive seemed to freeze everything in the welcome screen.
