my ipad mini touch screen is not working

My ipad mini touch screen is not working. It is saying it is locked but I cannot even slide to open. I know my passcode so I don't know what is going on. It was working fine last night

Try Resetting it. Hold down the Wake/Sleep and Home buttons until you see the Apple logo.
