I have over 12,000 photos that I'm trying to upload to the iCloud photo library, and it's taking FOREVER. It actually seems to have stalled out. I've tried turning off iCloud photo library and turning it back on, to see if it will get it going, but no luck. Turned off Photo Stream, also, but it made no difference. Any advice?

How long it takes will depend on your internet speed, size of the images/videos, and what's happening on Apple's side. Odds are, you didn't wait long enough. It took me the better part of a day for my near 2k images.
You have a lot of photos, so try to give it the night to do its thing, also check to see if you have enough space on iCloud, if you haven't upgraded your iCloud memory, I would say 5 gb won't hold 12,000 photos.
For as low as $0.99 a month you can upgrade to 20gb of iCloud storage and that may be able to hold all your photos.
If interested on IOS go to settings then to 'iCloud', after that, go to 'Storage' and you will see your configurations.
On OS X go to system preferences then 'iCloud' from there, you should see a bar on the bottom of the menu, to the right of it, click 'manage' then a menu will pop up. There you can click 'Buy more storage'. Good luck 😉

Thanks - I purchased the 200GB plan, so should have enough. I've read through some of the forums and many people have the same issue. Some say it's just the progress bar that doesn't show, when in fact the photos are actually uploading. Hopefully that's the case!
There is no reason to guess, if you know the size of the library you are uploading, and the speed of the upload (both of which are available to you) then it is simple math to calculate the minimum time needed to complete the upload.
Where can I see the upload speed?
Browse to www.speedof.me and test, it is the upload speed that matters.
So it should take 9 hours, which means it should have uploaded in the time I've given it 😟

How would I know, you never told me the size of the library or your upload speed, could be anywhere between a minute and a week.
It was a statement. I calculated it - I wasn't expecting you to know. Knowing the speed confirmed that it's likely an Apple issue, which I saw elsewhere in the support forum threads.

You did remember to convert from MegsBITS (Mb/s) to MegaBYTES (MB/s) I assume?
Frankly I doubt your number, days to weeks is a more normal result e.g.:at 5Mb/s it will take 28 hours minimum to upload a 50GB library.
Mb/s = Megabits
MB/s = Megabytes
There are 8 bits in a byte.

My library is 141 GB, so I guess I've got a while!
Yes, I don't know your upload speed so can't give you an accurate minimum duration, but it's gonna take a while.
I, too, am totally frustrated by this. The Photo Library simply won't finish updating. I'm trying to upload/optimize 18000 photos. It gets about half way done and then freezes every time. I've tried:
Signing out of ICloud and signing back in multiple times
Restarting Photos multiple times
Rebooting laptop multiple times
I've tried all different speeds of upload/download including my university connection which has blazing fast 150Mbps service (upload and download service). I have plenty of Icloud space (200 GB and a 60GB library). Don't know what else to try. Seems this product was not ready to come out of beta. Or if anybody has an idea, please let me know. I love the concept, but the execution has been totally frustrating.
Works fine for me, did you ever verify those speeds or just quote the marketing claim?
