Unable delete App

I'm unable to delete 2 app on my IPad. The X appear but nothing happen when I click on it. I tried to reset the IPad .. Doesn't work. Il try to delete from my MAC but I don't see these 2 app on the list. What can I do ? Thank you

iPad Mini, iOS 8.3

Depends on the apps. Some apps are fixed and part of the OS. You cannot delete them. Just move them into a folder and away from your home screen.

It's not part of OS ... (La presse plus and TuneIn radio)

I cannot find anything on problems with uninstalling TuneIn.
